Real cam phaser replacement cost on a 2017–2020 F-150

cam phaser cold-start rattle on 2017–2020 F-150 3.5L EcoBoost engine

That cold-start rattle, and what the repair actually costs

A cam phaser rattle on a 2017–2020 F-150 with the 3.5L EcoBoost is one of the best-documented engine problems Ford has ever put in writing. What it costs you depends less on the noise than on three dates: your truck’s build date, whether a previous owner took a free software update, and today’s.

Start where you are:

  • Hearing a short rattle on cold starts only — Section 2 tells you whether it matches what Ford documented.
  • Still inside a factory powertrain warranty — Section 5.
  • Holding a repair quote — Section 6 has Ford’s own labour hours to check it against.
  • Deciding whether this truck is worth fixing — Section 7.

One thing up front, because it changes everything below: Ford’s coverage programme for this repair closed on 1 January 2023. If your truck is a different generation, the year-by-year breakdown of documented F-150 problems covers it instead.

ℹ️ Safety Note: Cam phaser replacement means opening the engine front cover and the high-pressure fuel system, and the figures here are estimates rather than quotes. Ford’s own bulletin states these procedures should not be attempted by do-it-yourselfers. Have the noise diagnosed and the work done by a qualified technician.

What cam phaser rattle sounds like, and when

Ford’s bulletin describes the noise with enough precision that you can test for it in your own driveway.

cam phaser cold-soak test showing six-hour wait and 2–5 second startup rattle
The documented sequence from a six-hour cold soak to the brief 2–5 second cam phaser startup rattle.

The cold-soak test: six hours, two to five seconds

The documented symptom is a ticking, tapping or rattling noise from the top front cover area of the engine, on start-up after the truck has sat for six hours or more. It lasts roughly two to five seconds, then goes away.

Hot idle knock versus cold-start rattle

Ford’s programme documents name a second noise: a knocking sound at idle once the engine is warm. Either one counts. A deeper symptom walkthrough lives in our guide to the cold-start rattle on the 3.5 EcoBoost.

The code that may or may not be stored

Diagnostic trouble code P164C may be stored in the powertrain control module — and may not be. Ford’s bulletin also describes an intermittent no-restart during auto start-stop operation, with or without that code present. A clean scan does not rule this out.

🔍 Why It Happens: Each of the four variable camshaft timing units is held in position hydraulically, by engine oil. On a cold start there is a moment before oil pressure comes up, and a worn unit can move against its stop until pressure fills it — which is the rattle you hear, and why it stops after a few seconds.

Which F-150s Ford actually named

“2017–2020” is the answer everyone gives, and on its own it is wrong often enough to send owners to a dealer for nothing.

Ford’s documented cam phaser programme depended on the truck’s actual build date, not simply its model year.

The build-date cut-off that decides everything

Ford scoped this to trucks built on or before 30 November 2019. A 2020 F-150 that rolled off the line in December 2019 sits outside every document on this page.

Raptor and Limited were added later

The original March 2021 programme did not include them. Supplement #1 added the Raptor and Limited variants, plus the Expedition and Navigator — covered separately in our Expedition and Navigator cam phaser guide.

Where to find your build date

It is printed on the certification label inside the driver’s door jamb, as a month and year.

⚠️ Watch Out: The documents give a build-date boundary, not a part-change date. A truck built in the last days of November 2019 may or may not have left the plant with the revised units, and no published document settles that. Treat late-2019 builds as genuinely uncertain rather than covered.

What Ford put in writing: 21B10, 21N03 and TSB 23-2143

Three separate Ford actions cover this, in order, and none of them is a recall.

The three Ford actions associated with the F-150 3.5L EcoBoost cam phaser issue.

21B10: the PCM update that came first

Customer Satisfaction Program 21B10 was a free powertrain control module reflash intended to protect the phasers before they developed noise. It ran with no mileage limit and closed on 31 July 2022.

21N03: the cam phaser programme

21N03 was the hardware programme — replacement of all four units, prorated by mileage. Its eligibility depended on 21B10 having been done first. That is the detail most owners were never told, and it is why so many were turned away at the counter.

Supplement #1 required the 21B10 repair order dated on or before 31 December 2021. Later supplements moved that deadline to 28 February 2022. Both dates circulate; if you are arguing eligibility from your own paperwork, know that the requirement was revised.

TSB 23-2143: what the repair authorises today

📋 On the Record: Ford technical service bulletin 23-2143, dated 4 May 2023, supersedes bulletin 22-2200 and covers 2017–2020 F-150s with the 3.5L EcoBoost built on or before 30 November 2019. It authorises replacement of all four variable camshaft timing units and instructs technicians not to replace additional timing components. Status checked 12 September 2026; no superseding bulletin identified.

Is any of this still covered in 2026?

No. Ford handled this through a customer satisfaction programme, 21N03, which closed to new claims on 1 January 2023 — confirmed 12 September 2026.

Why it was a programme, not a recall

Ford’s own owner letter states that a phaser which has developed this noise does not affect vehicle safety, performance or emissions. That position is what kept it out of recall territory, and NHTSA’s explanation of how investigations and recalls differ sets out the distinction. We found no open NHTSA defect investigation into these phasers as of 12 September 2026.

What’s left

Two routes remain, and neither is an entitlement: a goodwill request through Ford’s customer relationship centre, and any active Ford Protect or third-party service contract, which 21N03’s own terms anticipated covering the balance.

✅ Do This: Run your VIN through NHTSA’s recall lookup before you authorise any work. A closed satisfaction programme tells you nothing about whether a genuine safety recall is open on your truck, and an open recall is repaired free regardless of mileage.

What the repair costs, and how to check a quote

Start with Ford’s own labour time, because it is the one number in this repair that is published and fixed.

Ford’s book time: 9.5 to 9.8 hours

Line itemBasisWhat it includes
Labour, F-150 (non-Raptor)9.6 hours — labour operation 232143AReplacing all four VCT units
Labour, F-150 Raptor9.7 hours — labour operation 232143BReplacing all four VCT units
Labour cost9.6 × your shop’s hourly rateRate varies by region and by dealer versus independent
PartsFour VCT units, bolts, gaskets and seals per the bulletin parts listOEM list pricing is dealer-only and not publicly published — ask for the parts line itemised

Sources: Ford TSB 23-2143 (4 May 2023) and Customer Satisfaction Program 21N03, which listed 9.5 hours for the same job. Ford told owners to expect the truck to be at the dealer about a day and a half.

💵 What It Costs: We publish the method rather than a total, because the only honest national figure would be a guess. Multiply 9.6 by the hourly rate your shop quotes, then add the itemised parts line. If the labour hours on your quote are far above 9.6, ask what the extra hours are for before you approve it.

Phasers only, or the full timing kit?

Ford’s bulletin authorises the four units and instructs against replacing additional timing components. Shops often quote chains, guides and tensioners as well, on the reasoning that the engine is already open. That may be sound on a high-mileage truck — but it is a decision you should be told about, not find in the total.

Cam phaser lockout kits

These disable the variable timing function rather than repairing it. They are a modification to an emissions-related system, and we give no installation guidance.

⚖️ Before you modify: Tampering with emissions control equipment violates the federal Clean Air Act, and EPA has enforced against both tuners and vehicle owners. Parts intended for street use need a CARB Executive Order number in states that require it. Check your state inspection rules before buying anything.

💵 On these numbers: Costs shown are typical ranges, not quotes. Labour rates vary sharply by region and between dealer and independent shops, and parts pricing moves. Use these to judge whether a quote is in the right neighbourhood, not to predict your invoice.

✅ Do This: Ask the shop one question: “Are you quoting bulletin 23-2143 labour operation 232143A, and are you replacing anything beyond the four VCT units — if so, why?” Run the answer through our repair cost estimator with your local rate.

Can you just live with it?

This is the question owners ask last and worry about most.

What Ford says the noise does and doesn’t affect

Ford’s 21N03 owner letter states plainly that a phaser which has developed this noise does not affect vehicle safety, performance or emissions. Its 2023 bulletin went further, telling owners to keep driving while replacement parts were on back-order. No document we retrieved supports the claim that this rattle progresses to engine failure — a claim several competing pages make freely.

When the repair bill outruns the truck

Run the Section 6 arithmetic against what the truck is worth and what else is due. The 3.5 EcoBoost problems by generation breakdown is the honest place to check what else this engine tends to need.

Cam phaser questions F-150 owners ask

1. Is there a recall on F-150 cam phasers?

No — Ford used Customer Satisfaction Program 21N03, which closed to new claims on 1 January 2023.

2. What is Ford program 21N03?

A one-time, prorated cam phaser replacement programme for 2017–2020 F-150s, covering a share of the cost by mileage.

3. Can I still claim 21N03 in 2026?

No. Coverage expired 1 January 2023. A goodwill request or an existing service contract are the only routes left.

4. Did I need the 21B10 update first?

Yes — 21N03 eligibility required a completed 21B10 powertrain module reflash, with the repair order inside Ford’s stated deadline.

5. How many cam phasers does the 3.5 EcoBoost have?

Four — two intake and two exhaust units, all replaced together under Ford’s bulletin.

6. How long does the rattle last on startup?

Roughly two to five seconds, after the engine has sat for six hours or more.

7. Is it safe to drive with cam phaser rattle?

Ford’s documents state the noise doesn’t affect safety, performance or emissions. Have it inspected if the noise changes character.

8. Should the timing chain be replaced at the same time?

Ford’s bulletin authorises the four VCT units only and instructs against replacing additional timing components. Ask your shop why.

9. Does a lockout kit fix cam phaser rattle?

It disables variable timing rather than repairing it — a modification to an emissions-related system, with legality varying by state.

10. Does 21N03 coverage transfer to a second owner?

Yes — coverage transferred automatically to subsequent owners for as long as the programme was open.

Before you approve the quote

Two things, in order. Check your door-jamb build date against the table in Section 3 — if your truck was built after 30 November 2019, none of Ford’s documents apply to it. Then hold the quote against 9.6 hours and ask what any extra hours cover.
